CHARLES F. BLUMENSTOCK, JR.
Chuck Blumenstock joined the firm in September 2023, bringing nearly 40 years of experience as a corporate in-house attorney and in private practice. A graduate of The Pennsylvania State University, Chuck earned his Bachelor of Business Administration, with distinction, before continuing to Temple University School of Law to obtain his Juris Doctor, cum laude. He also holds an LLM in taxation from New York University School of Law. Chuck focuses his practice on advising business and professional clients on matters concerning business formation, general business, buying and selling businesses and professional practices, finance and tax law, and business succession and estate planning. Chuck was among the first group of Pennsylvania attorneys certified as a business bankruptcy law specialist. Most recently, Chuck served as a principal at Blumenstock Legal Advisors PC.
Chuck is a member of the Pennsylvania Bar Association, participating in the Real Property, Probate and Trust Law Section, the Tax Law Section and the Business Law Section where he serves on a task force that amends Pennsylvania’s business entity laws. He also serves on the Business Law Section’s governing council. KEVIN M. FRENCH
Kevin M. French counsels clients as an Education Law and Civil Litigation attorney. With over 30 years of litigation experience in solo and private practice, Kevin brings robust legal knowledge and advice for government agencies and individuals. Kevin has served public schools in expulsion proceedings, first amendment, construction, and other litigation matters for 20 years of his career. He has represented Pennsylvania school districts in Sunshine Act litigation as well as against federal age and sex discrimination claims. Kevin also defended school districts in front of the U.S. District Court for the Eastern District of Pennsylvania.
In his litigation practice, Kevin has obtained positive results for clients in a range of cases, including landlord-tenant matters, collections, contract and lease negotiations, corporate governance and insurance litigation, property damage, employment discrimination defense, civil rights, and election law.

Robert W. Hallinger is a partner of the firm. He joined the firm in 2000 after practicing for seventeen years in Lancaster and York, Pennsylvania. Janice L.M. Longer has been practicing law in Lancaster County for over 20 years and previously served as the Vice President and General Counsel of a publicly traded computer franchisor and distributor. Ms. Longer is a graduate of Villanova Law School. SAMUEL M. MECUM
Samuel M. Mecum grew up in Lancaster County, graduating from Manheim Township High School in 1966. He received a B.A. in History from Penn State, with Distinction (cum laude) in 1970, then graduated from Villanova University School of Law in 1973. Sam has been engaged in the private practice of law in Lancaster County since 1974. His practice is now concentrated on estate planning and probating Wills, landlord-tenant, real estate and civil litigation (including family law). He has co-presented annual seminars on Landlord-Tenant Law for 20 consecutive years. Sam received the Access to Justice Award for pro bono service in 2001, served eight years as Chair of the Lancaster Law Review Committee, and was elected President of the Lancaster Bar Association for the year 2006. He is a 50-year member of the Lancaster Bar Association and the 2023 recipient of the LBA's Achievement Award in recognition of a long career of service to the Association. Sam has served on Boards of nonprofit organizations devoted to historic preservation, such as the James Buchanan Foundation (former Board President) and is currently President of Grave Concern, Inc., which preserves historic burial places. In November 2013, Sam was elected to a four-year term as one of five part-time Manheim Township Commissioners, and he was re-elected in 2017 for four more years of service to the Township. Sam has been married to Debbie Frantz since 1974 and has two adult sons, Alex and Travis, and two grandchildren.

PHILLIP A. MICHAEL
Phillip A. Michael joined the firm in February 2024 with more than 10 years of litigation experience including trying dozens of cases to verdict. His practice is focused on civil and commercial litigation, as well as education and employment law.
Prior to joining AYZ, Phillip served as a Deputy Attorney General in the Pennsylvania Office of Attorney General. In that position, he represented Commonwealth agencies and officials in all manner of civil litigation, including administrative law, civil rights, employment discrimination, and education law. Phillip successfully defended agency clients in numerous matters, including a constitutional challenge to the Pennsylvania Department of Education’s background review process for teaching permit applicants, a lawsuit alleging the Pennsylvania Horse Racing Commission violated a racehorse owner’s due process rights after his horse was disqualified from a race, and allegations that the State Ethics Commission initiated an investigation into a township supervisor without probable cause.
Phillip also previously served as an Assistant Public Defender with the Lancaster County Public Defender’s Office. Based on his training and extensive complex trial experience, Phillip was capital counsel qualified by the Pennsylvania Supreme Court to represent individuals charged with death-penalty eligible offenses, a distinction currently held by less than a dozen attorneys in Lancaster County.
Phillip earned a B.A. cum laude in Political Science and English at Gettysburg College and a J.D. cum laude at Temple University Beasley School of Law. At Temple, Phillip won the Albert H. Friedman Graduation Prize for Most Outstanding Writing Project and the Barrister’s Award for Most Outstanding Trial Performance in the Trial Advocacy Program. He also completed internships at the U.S. District Court for the District of New Jersey, the Philadelphia City Solicitor’s Office and the Philadelphia Federal Community Defender’s Office. Stephen Moniak is a partner of the firm. With over 20 years of litigation experience, Steve serves as Chair of AYZ’s Civil & Commercial Litigation practice and is a member of the Education Law and Employment & Labor Law practices. James K. Noel, IV is a partner of the firm. Jamie joined the firm in 2021 after more than 30 years of practice in Lancaster County. He attended Lancaster Catholic High School and later received his B.A. in Political Science from Mount St. Mary's College in 1987. He received his J.D. from Widener University School of Law in Wilmington, Delaware in 1990 after which he served a clerkship with the Honorable Wayne G. Hummer, Jr., senior family law judge for the Court of Common Pleas of Lancaster County, Pa. Since entering private practice in 1991, Jamie has provided a comprehensive range of legal services to individuals, families, closely held businesses, local banking institutions and trust companies. His general practice background and knowledge of the local community has provided him with a unique understanding of his client's individual needs as well as business concerns. In addition to general business matters, Jamie has working knowledge in the areas of estate administration and trust and estate planning. He has represented both individuals and families with respect to their estate planning and administration needs. Jeffrey P. Ouellet serves as the firm’s managing partner. He initially joined the firm in 2015 after practicing for 18 years in Lancaster, Harrisburg and Philadelphia. He is a Phi Beta Kappa graduate of Virginia Tech where he received his B.A., summa cum laude, in 1994. He received his J.D. from the Washington & Lee School of Law in 1997, where he was named by the faculty as a Burks Scholar and he was a published member of the Law Review. Jeff served as a President of the Lancaster Bar Association in 2015, and he is a past President and current Board Member of the Lancaster Law Foundation, the charitable arm of the LBA. He also serves as the Chair of the LBA’s Judiciary Committee which is tasked with evaluating candidates for the local bench. Jeff was honored with the 2012 LBA President’s Award for his contributions to the LBA, the 2022 LBA Service Award for his work to update the process through which judicial candidates are vetted and endorsed, and the 2024 LBA Achievement Award for his career long contributions to the mission of the LBA. TIMOTHY J. REESE, Of Counsel
Timothy J. Reese joined the firm after 42 years in practice as a partner and shareholder with a variety of firms all emanating from his association in 1977 with the firm of Xakellis, Perezous and Mongiovi. Most recently, he has been the President and shareholder of the firm of Reese, Samley, Wagenseller, Mecum and Longer P.C. He obtained his undergraduate degree from the Pennsylvania State University in 1974 and his J.D. from the Dickinson School of Law in 1977 where he was named a member of the Woolsack Society for outstanding academic achievement. He taught Business Law courses previously at the local campus of Penn State. He is a member of the Pennsylvania and Lancaster County Bar Associations. He formerly served as Co-Chairman of the Family Law Section of the Lancaster Bar Association and received the Association’s Access to Justice Award in 2000 for his pro bono services. Mr. Reese has served as President of both the Lancaster Chapter of American Business Club and the Lancaster Mediation Center as well as serving on the Boards of the Penn State Club of Lancaster County, Manheim Township Parks and Recreation, and Ames Reese, a division of the international powdered metal company, Ames, from Barcelona, Spain. He was one of the original six attorneys selected by the Court to act as a Child Custody Conference Officer, a position he held for several years. MICHAEL J. ROSTOLSKY
Michael J. Rostolsky joined the firm after 44 years of practice in his own firm, the Law Offices of Michael J. Rostolsky. Mike practices in the areas of estate planning, probate and estate administration, guardianship, Orphans' Court litigation, family law, divorce, custody and adoption. Mike received a BA from Penn State University and then graduated from Duquesne University School of Law. Following graduation, Mike completed a federal clerkship in the Western District Court of Pennsylvania for the Honorable Wallace S. Gourley. After finishing the clerkship in Pittsburgh, Mike returned home to Lancaster and opened his own practice. Matthew C. Samley is a partner of the firm. He joined the firm in 2020 after nearly 30 years in practice. He serves as parliamentarian for the Lancaster County Commercial and Industrial Real Estate Council. Mr. Samley is on the adjunct faculty for Harrisburg Area Community College in Lancaster where he teaches a variety of courses in the Department of Business Studies. He frequently presents at professional education programs on estate planning and administration, landlord-tenant, collection law, ethics, business formation, and bankruptcy. Mr. Samley was awarded the Outstanding Faculty Award from the National Business Institute in both 2022 and 2023 for his commitment to furthering legal education for all. KIM RONALD SMITH, Of Counsel
Kim Ronald Smith brings over 27 years of employment and education law experience to the firm, offering extensive background representing public school entities and private sector employers. As an education law attorney, Kim has served school entities as solicitor, general counsel and special counsel for labor and employment matters. She works closely with clients in a full range of legal matters, including governance/leadership, general business issues, student services, and employment and labor law issues. Kim is well known for her reputation as an effective advocate and trusted advisor with a thorough understanding of the unique challenges facing educational institutions. She frequently is engaged as special counsel to assist with collective bargaining, grievances and arbitrations, and disciplinary proceedings.
Kim has extensive experience representing both private and public sector clients before administrative, local, state and federal boards, including defense against discrimination complaints, employee terminations, unemployment compensation appeals and labor relations.

Patricia Dunlevy Williams brings two decades of successful family law experience to our clients. She has a wide array of experience with all areas of family law, including divorce, custody, adoption, and guardianships. She graduated from the Dickinson School of Law in 1995 after earning her B.A., summa cum laude, in English from Alvernia University. Her legal career began with a clerkship under Judge Henry S. Kenderdine, where she was immersed in family law issues. Following the clerkship, Ms. Williams was a staff attorney for Lancaster County Domestic Relations. She then worked for two Lancaster law firms before striking out on her own as a sole practitioner specializing in family law. Ms. Williams is the Past President of the Lancaster Bar Association and a member of the Pennsylvania Bar Association. Prior to her term as LBA President, she chaired the LBA’s Family Law Section for several years and served on the LBA’s Board of Directors. She also served as a delegate to the Pennsylvania Bar Association for several terms.

HARRY B. YOST, Retired Partner
Harry B. Yost is a retired senior partner of the firm. He is a graduate of Lebanon Valley College where he received his B.S in 1962, Dickinson School of Law, where he received his J.D. in 1965 and New York University School of Law, where he received his LL.M. in Taxation in 1966. His principal areas of practice included estate planning, wills and trusts, probate, elder law, municipal law and real estate.
